Part of the media reports that the Gates Foundation is exiting its HIV programme in India and handing it over to the Government, adding that it has not been very successful. Then the government bestows an award on Gates, and the Indian Express writes an approving editorial on the Gates approach to charity. All of that should leave the reader pretty confused.
