NCRB data on attacks on journalists

How many templates does the National Crime Records Bureau (NCRB) need to get right its data collection on attacks on journalists? Data on attacks on journalists is missing from the latest NCRB report released with much fanfare by Union Home Minister Rajnath Singh yesterday and the report says a new template to record attacks on journalists, RTI activists and whistleblowers is being drawn up! NCRB began collecting the data in 2014, announced a new template in 2015 and, in 2017, the Minister of state for Home Hansraj Ahir  told the Rajya Sabha that there were 142 attacks in 2014-15 and 70 deaths in the last 24 years!
