Rule making power by competent authority

19. (1) The competent authority may by notification in the Official Gazette, make rules to carry out the provisions of this Act.

(2) In particular, and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely:-
(a) the fee payable under section 7;
(b) the other authority before whom the appeal maybe preferred under subsection of section 12;

(c) any other matter which is required to be, or maybe, prescribed.

Laying of rules

20 (1) Every rule under this Act by the Central Government or the ???( words
seem to be missing here) shall be laid, as soon as may be after it is made, before
each House of Parliament, while it is in session, for a total period of thirty days
which may be comprised in one session or in two or more successive sessions
and if, before the session or the successive sessions aforesaid, both Houses
agree in making any modifications in the rule, or both Houses agree that the rule
should not be made, the rule shall thereafter have effect only in such modified
form or be of no effect, as the case maybe; so, however, that any such
modification or annulment shall be without prejudice to the validity of anything
previously done under that rule.
(2) Every rule made under this Act by a State Government shall be laid, as soon
as maybe after it is notified, before the State Legislature.

Power to remove difficulties

21.(1) If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order published in the Official Gazette, make such provisions not inconsistent with the provisions of this Act as appears to it to be necessary or expedient for removal of the difficulty: Provided that no such order shall be made after the expiry of a period of two years from the date of the commencement of this Act.

(2) Every order made under this section shall, as soon as maybe after it is made, be laid before the Houses of the Parliament.

The new term for self censorship is voluntary censorship, as proposed by companies like Netflix and Hotstar. ET reports that streaming video service Amazon Prime is opposing a move by its peers to adopt a voluntary censorship code in anticipation of the Indian government coming up with its own rules. Amazon is resisting because it fears that it may alienate paying subscribers.                   

Clearly, the run to the 2019 elections is on. A journalist received a call from someone saying they were from Aajtak channel and were conducting a survey, asking whom she was going to vote for in 2019. On being told that her vote was secret, the caller assumed she wasn't going to vote for 'Modiji'. The caller, a woman, also didn't identify herself. A month or two earlier the same journalist received a call, this time from a man, asking if she was going to vote for the BSP.
