Computerized community radio operations in Sri Lanka
Uva community radio is utilising the most modern low cost digital production solutions for community broadcasting.

Early this month the President of Sri Lanka declared open the Uva
Community Radio located in Badulla, one of the most underdeveloped
districts in Sri Lanka. Uva community radio that was established by
UNESCO with funding support from UNDP is utilising the most modern
low cost digital production solutions for community broadcasting.
The purpose of the community radio is to facilitate increased
community participation in designing, implementing and evaluating an
area based growth and equity programme under which poverty reduction
has become a major focus.
UNESCO provided expertise to design the radio station and a desktop-
based programme recording and editing system, which can be used in
the villages under difficult conditions. Twenty rural broadcasters
have been trained in using computer-aided programme productions for
broadcasting. UNESCO also helped Uva Community Radio to develop
programme guidelines in order to ensure the editorial independence of
the radio station*.
The Radio Station caters to three districts and have organized 268
"Knowledge Societies" around its broadcast programmes.
UNESCO is now implementing a project to convert the radio station
into a community multimedia centers (CMC) with three satellite CMC in
distant communities.
UNESCO gives high priority to providing and strengthening
communication and information facilities at the level of local
communities. Such facilities offer basic tools for introducing and
managing community-centred development and change.
